Webthe only only way to do it involves steam server issues and a LOT of luck. back when it was first introduced the system lagged like heck equipping items and you could sometimes equip 2 conflicting items to slots 1 and 2, but it wouldn't catch it because it wasn't updating at the right speed and then it would suddenly add both to the loadout.

You'd only be able to wear one of the Blast Defenses with the Hat. This is the method you have to do, and although i've never done it myself, it seems to require unplugging your ethernet cable or turning off your WiFi.
