WebGliding means that you basically fall down but can't fly up by youself / without any help like the wind for example. Griffon can always get back to it's start height. Not heigher, yes, but it can hold the start height endless. Glider is the wrong word here. I would say it can fly but with some limits. Unless you are a Raider, you can probably skip this one as mounts can be useful to get through almost every area blocked off by a ley line or a friendly Mesmer can bypass them for you.
